HRD ministry, HC fault AMU for not promoting teacher

NEW DELHI: The human useful resource development ministry and the Allahabad prime court have held Aligarh Muslim University accountable of performing in a “biased” and “discriminatory” means in the promotion of a school member. The college used to be facing allegations of getting denied promotion to a political science instructor, Rachna Kaushal, whilst her colleagues with lesser Academic Performance Indicator (API) issues have been promoted.

In an order on January 21, 2019 the Allahabad HC said the college’s determination to not advertise the instructor used to be “not truthful.” “The inescapable conclusion in light of the discussions made at the analysis of material placed is that action of college in keeping the petitioner ineligible for promotion to the submit of professor is not truthful and transparent. Impugned action is, due to this fact, discovered to be irrational, arbitrary and unsustainable,” the HC said. It directed the college to rethink the petitioner’s declare for promotion inside two months.

Three days later, the HRD ministry wrote to AMU wondering the inaction at the truth discovering committee’s file.

The college used to be facing allegations of getting denied promotion to a political science school, Rachna Kaushal whilst her colleagues with lesser Academic Performance Indicator (API) issues have been promoted during the same period.

TOI first reported on May 17, 2017 when the MHRD asked the UGC to probe into the allegations against AMU of “irregularities in hiring and promotion of academics” during the term of the ex-vice chancellor Lt Gen Zameer Uddin Shah.

The ministry in its letter (a duplicate of which is with the TOI) dated January 24, 2019, wrote, “Despite having identified the obvious discrepancy/ anomaly in the suggestions of Selection Committee via the Fact Finding Committee, the University has not taken any action on its findings. This case reflects the biased and discriminatory approach of the University authorities.”

The letter also noted that the then VC reduced the marks of Kaushal without giving any reason why despite the choice committee awarding similar marks as that of the promoted instructor.

The ministry noticed that the faculty member Kaushal stands eligible for promotion as professor after it has tested the Fact Finding Committee’s file. The file discovered that Kaushal’s API issues in addition to her area wisdom with teaching practices and interview efficiency have been more than the promoted candidate.
